Value Stream organizations are designed to overcome the weaknesses of Functional and Matrix orgs. Cross-functional teams report directly to a general manager in charge of a product line or market segment, shortening communication lines and making it clear who sets priorities. HubSpot product lines, for example, are led by product VPs and GMs for products like their Marketing Hub and Content Hub.

Value Streams are the hot thing right now, but all forms of organization have strengths and weaknesses. The autonomy enabled by this structure means teams are competing for budget and for attention from any remaining shared resources like Finance, HR, or even platform engineering. It may also drive teams to develop duplicate or competing solutions. Ignore the power players on other teams at your own risk.
I go into the common ways to organize companies in Aligned: Stakeholder Management for Product Leaders, Chapter 2, Organization.
